Preheat the oven to 200°C (400°F) and grease a baking dish with olive oil.
Grate the potatoes and place them in a large bowl.
Chop the onion, bell pepper, and carrot, adding them to the bowl with potatoes.
Heat olive oil in a pan over medium heat. Add the grated vegetables and sauté for 5-7 minutes until softened. Season with salt and stir in chopped chives.
In a separate bowl, whisk the eggs and milk together. Add the flour and baking powder, mixing until smooth.
Combine the sautéed vegetable mixture with the batter and stir well.
Pour the mixture into the prepared baking dish and spread it out evenly.
Bake for 45 minutes or until golden brown and set.
Sprinkle shredded cheddar cheese on top and bake for an additional 15 minutes, until the cheese is melted and bubbly.
